I've always had a thing against Steam because they treat their customers so poorly, but it's nice to see that they offer stuff like this. Now they just need to get a better support team.

So poorly? I remember an article about how steam accidentally vac-banned a bunch of people. They ended up getting free copies of Left 4 Dead 2 as an apology. I don't recall any seriously bad incidents that Steam is infamous for.
I've had a lot worse, I had to fight through fire and brimstone to get my minecraft premium account. After a whole month of waiting. Even then, all I got was a refund and I had to repurchase it. Paypal is such a horrible service...

Just depends on who you talk to, I guess. A couple of years ago, there was a big ordeal with Steam when they blocked 80% or so of dial-up users from using their software. Nobody with broadband had issues but most folks with dial-up (I was one at the time) had no way of updating Steam because it would get to about 28-30% and then restart. Everyone with broadband mocked us and acted like it was an isolated incident, but there were hundreds of people who couldn't play their games that required Steam (such as Half-Life 2).
Steam/Valve gave no idication that they were fixing it. Support tickets went unanswered and e-mails fell on deaf ears. Nobody could get any help and not a single Steam/Valve employee could even let us know that they were at least aware of the problem. The moderators, who were supposedly in direct contact with the Steam staff, gave us the runaround and told us to try different methods that made no difference, all while claiming that they would let Steam/Valve know there was a problem. As you can surely imagine, it was incredibly frustrating for a lot of people.
I was the only person on the forums who managed to come up with a working solution. All I had to do was update Steam at a friend's house, package a few specific files, and then send them to people. I got in trouble for doing so, but I was loved by folks who had gone without Steam for a couple of weeks. If they had done the same thing or even allowed me to post my link publicly, nearly everyone could've resolved their issue. Looking back on one of the main threads at the time, it looks like one of the moderators eventually posted my fix, but it was some time after I had already left. Heck, it was a full month before someone even acknowledged that there was a problem at all.
Another member here, Juppy, was there during the ordeal as well. In fact, it's how he and I met. He can attest how frustrating the whole thing was. I still don't know if they ever released a proper/official fix.
As for Paypal...I've had nothing but good experiences with them. I've been screwed over by a couple of people on eBay and they have always resolved my issue within two days. I once paid over $80 for a couple of coins that never showed. The seller swore up and down that he shipped them and he accused me of trying to scam him, but delivery confirmation showed that the pennies never made it to my house, so I got my money back (along with a lot of hate from the seller). Two years later, the pennies showed up in the mail with a letter from the USPS stating that the envelop was found under a crate in an old truck that isn't used anymore. Oops!
Anyway, as long as you have some kind of evidence, I can't imagine why Paypal wouldn't help. Heck, they've even helped me in a couple of cases when I didn't have solid proof. But as they always say: "your mileage may vary".

I guess that you're right about steam, I've only recently started using it myself and my brother has had an account for a couple years. I've had to go through a lot of the things you were doing to update steam in order for me to get my minecraft account. I've sent several emails to Notch, had to ask forum members about my account status, checked with paypal to verify my account, etc, but everyone kept on telling me to wait.
Days, weeks and finally a month passed by, and my claim that I filed with paypal was over five days old, and I still didn't receive my account, nor my refund. I searched for solutions on Paypal as to why I didn't get my refund , but I couldn't find any solutions as to where my refund went. It doesn't matter, though because after fooling around with the virtual customer support lady the refund appeared in my account. I'm still pissed about the sucky method of distribution that Notch decided to use.
Now that I think about it, maybe it wasn't Paypal. Everyone on the minecraft forums kept saying that the paypal transaction may have been messed up, even though it said confirmed, but on second thought it could have been Notch's servers.
Either way, I'm still pissed because I didn't even get an email of apology for their lack of service/neglect.
By the way, eighty dollar pennies? Are you a coin collector?

Can't really say if the issue was with Paypal or Notch, but I can imagine that must've been a huge pain. Like I said, I've only had positive experiences with Paypal, but there are also plenty of people who swear up and down that they're the devil.
And yes, I'm a coin collector of sorts. I don't normally pay much for coins, but I was trying to complete my small penny collection and these particular years are rare (and expensive). I don't have my collection handy right now because I currently keep it with my family (until I can get a safe), but I believe I am now only lacking one or two pennies. Large pennies are another matter, however. Heh. A lot of people think it's a silly hobby, but everything continually increases in value and my collection is easily worth $2000-$3000 more than what I've put into it (probably no more than $500). Heck, just these two pennies are currently going for well over $100 each on eBay.
